Archives Committee Report
for 2004-2005

The Committee Chair continues to gather and organize SANDALL materials. Items added to the archives include meeting minutes; newsletter issues; handouts from the brown bag luncheons; 2005 membership directory; program materials from the 2004 SANDALL fall workshop; voting materials for the SANDALL 2004 special election to fill the Treasurer position, and Board election 2005-2006; SANDALL information brochure; and Board correspondence regarding consideration of San Diego as a site for the 2008 AALL annual meeting, and in support of SB 1161 (public library projects).

In addition the Committee Chair supplied SANDALL materials from the archives to Board members and committee chairs upon request. These materials included compiling fees to attend the fall workshop, Board meeting minutes, and providing a copy of the 1998 salary survey report.

Constitution and By-Laws
Constitution &  By   Laws Committee Annual Report 2004-05

The Committee consisted of three members: 

John Adkins, University of San Diego Legal Research Center, Chair; 
Leigh Inman, and
Thomas Champagne, both of Thomas Jefferson School of Law Library, members

In the fall of 2004 the Bylaws Committee was charged with researching the definition of ”student member" as it exists in the membership categories of the other chapters of AALL to see whether or not "student membership"  typically exists within chapter bylaws.  

After researching the issue, Bylaws Committee member Leigh Inman drafted a proposed bylaws amendment.  She copied the membership section of SANDALL Bylaws and made the changes in highlighted italics (see below).  The proposed changes follow the idea behind the AALL student membership section, but was restructured to fit the language of our bylaws.  Board minutes indicated that the two member categories will be student and regular.  Since we had been instructed to draft a student category, Leigh took the original eligibility language and indicated that as the “regular” membership category.   The Committee concurred with Leigh also changing the AALL limit of student membership of five years, to seven years.   She included her justification for that at the end of the proposal.   (San Jose State University 's MLIS program allows seven years for completion.)   Since that is the program that so many San Diegans choose, the change was recommended.

Because the dues are set by the Executive Board, subject to ratification by a simple majority vote of those present and voting at the Chapter's annual meeting, that will not require a bylaw amendment.  But the “Board Policies & Procedures” will need to be changed as follows:

  ARTICLE 3. MEMBERSHIP

 SECTION 1. ELIGIBILITY /CATEGORIES OF MEMBERSHIP

a.     REGULAR MEMBERSHIP - Membership in the Chapter shall be open to any person or institution eligible for membership in the American Association of Law Libraries, as well as any person or institution interested in law libraries or law librarianship, upon timely payment of dues.

b.     STUDENT MEMBERSHIP –Student Membership in the Chapter shall be open to any person who is enrolled in a degree program related to law librarianship, upon timely payment of dues.  Membership in this category is limited to seven consecutive years.

 SECTION 2. PRIVILEGES AND RESPONSIBILITIES

 Members shall have the right to hold office, to vote, to serve on committees, to belong to special interest sections, and to receive the newsletter.

 SECTION 3. DUES

 Dues shall be set by the Executive Board and subject to ratification by a simple majority vote of those members present and voting at the Chapter's annual meeting. The year for dues shall begin July 1, and the fiscal year of the association shall begin on July 1. If a member fails to pay dues two months after the beginning of the dues year, then the privileges of membership of that member shall be suspended by the Treasurer. Suspended members may be reinstated at any time upon payment of the current year's dues. Any new member paying dues after April 1 shall be considered a member for the remainder of that fiscal year and the following fiscal year.

COMMITTEE C OMMENTS :

This is almost identical to the AALL membership category with one small change.  The MLIS program most often used by those currently living in San Diego is the one at San Jose State University .  This program allows seven years for completion.  This information can be found at the following website.

“It can take from 2 to 7 years to complete the program. The University does not apply credits earned more than 7 years before graduation toward a Master's Degree.”

Because we are an organization that serves the San Diego area, the length of time one is allowed to be a student member should conform to the length of time allowed to obtain the relevant degree.

Below are a few other AALL chapters' student membership categories.  They are split between sticking to AALL's limit of five years, and having no limit specified.  Therefore, the seven year limit seems reasonable. A sampling of other AALL chapter bylaws follows:

(d) Student Members:  Persons enrolled in a degree program related to law librarianship. Membership in this category is limited to five consecutive years.

At a SANDALL Board Meeting on February 9, 2005, the Board voted unanimously in favor of the following student membership category definition:

The Board endorses the Student Membership Category: “ A student member must be enrolled in a degree program related to law librarianship. Membership in this category is limited to five consecutive years. ” (https://secure.aallnet.org/aall_application.asp).

The February 9, 2005 Board Minutes reflected the following decision:

The Board will refer the matter via email to the SANDALL membership as a whole for a vote on whether the student membership status and definition should be made part of the organization's bylaws.

At the May 24 th Board Meeting, the Committee Chair was asked to submit a ballot amendment for approval.

Employment
SANDALL Employment Committee Report
2004-05

Ellie Slade, SANDALL Employment Chairperson, regularly sweeps the Internet in search of librarian employment opportunities. She regularly visits the following job websites on a regular basis: AALL, SCALL, NOCALL, SLA, SLA-SCC, Sony, SAIC, Petco, Monster and many other links listed on the SANDALL website under the “Librarian’s Resources.” Moreover, Ellie is available by phone, or email, to provide background information to perspective employers or chapter members.

Ellie also receives job announcements from prospective employers. If the job announcement involves part-time, or full-time, employment in San Diego, Riverside, Orange or Los Angeles Counties, then Carol Hyne, SANDALL webmaster, will post the position to the chapter’s website. If job opportunities advertise positions from outside the southern California areas, then Ellie will email the job announcements over the listserv. The job announcements are kept on the chapter’s website for about 3 months’ time.

Unfortunately there have not been many San Diego professional librarian (or library support) positions to post in the past year. In addition, there have been several new “competitive intelligence” or “research analyst” positions where the employers want a job candidate with the experience and expertise of an M.L.S., but want to pay the same salary range as a bachelor’s degree with no experience. Furthermore, many of the newly formed large law firms in the area have not added a professional librarian to their staff.

Ellie has prepared a tentative salary survey for the SANDALL membership. The new 2005-2006 SANDALL Board will review the salary survey and decide whether it would be advantageous to utilize during the next calendar year. Also, the Board will consider which salary survey format (online or by mail) would elicit the highest percentage of membership participation. Ideally, the salary survey would be available not only to the membership, but to perspective employers, legal administrators, new recruits, students and law librarians considering relocating to the San Diego area. There has not been a local SANDALL salary survey since 1998, and Ellie is recommending issuing a chapter salary survey every other year to alternate with the AALL Survey.

Grants

Grants Committee
Annual Report (2004-05)

At the beginning of the year, the Grants Committee consisted of: Margarita Bull, Lerach Coughlin, Chair; Sushila Selness, University of San Diego ; Michael O'Brien, San Diego County Public Law Library.

Michael left the Committee when he changed jobs in Fall 2004. Margarita resigned from the Committee in February 2005. Sushila was asked to take over as chair. She agreed to do it till the end of the SANDALL year (June 2005) and put together a new committee with Margaret McDonald, USD, and Kim Kane, SDCPLL. All three members will leave the committee June 17, 2005, creating opportunities for other members to volunteer.

SANDALL provides two grants for the SANDALL fall workshop and two grants for the SCALL Institute. Additionally, at the discretion of the Board, to the extent that it is fiscally feasible, two grants are awarded to attend AALL every year. The ongoing success of the SANDALL Silent Auction supports the continuance of this grant opportunity.

Two grants for the SANDALL fall workshop were advertised. However, there were no applicants. We advertised and awarded two grants for the SCALL Institute, which was held this year in Palm Desert , CA . The awardees were Ellie Slade, SDCPLL, and Owen Smith, USD.

Finally, we advertised and awarded two program-only-registration grants to AALL to Judith Lihosit, USD, and Ellie Slade, SDCPLL.

In dollar amounts, a total of $970.00 was awarded during the past year.

SANDALL Internet Committee
Annual Report 2004-2005

This year the committee, Kim Kane, John Adkins, Brian Williams, Robert Richards and Carol Hyne, completed the SANDALL website redesign project. The site was completely restructured to reflect its dual purpose of serving the membership with a chapter based main site, as well as the local legal community with a resources focused subsite. The overall structure of the site was flattened and navigational links added so that any given page can now be reached within three clicks max.

Committee members and volunteers edited, updated and in several cases completely recreated the content of the Resources subsite.

The artistic design of the site was outsourced to a start-up graphic design firm, Glitchwerk Studios, in exchange for acknowledgment and a small link to their website on the two SANDALL home pages. (The going rate for this kind of work can be upwards of $1000.)

The new site was launched in December 2004. Response has been overwhelmingly positive citing everything from the clean design & professional look of the new site to the fact that everything works so smoothly!

We continued the usual business of keeping the site up to date. Use of cascading style sheets and templates for the new site has greatly reduced the time and effort necessary to make additions and changes. Link checking continues to be done on a regular basis.

SANDALL Nominations Committee
Annual Report
2004-2005

The Nominations Committee began work in late February 2005 to prepare a slate of candidates for the 2005 SANDALL election. The slate of candidates was announced to the membership in a mailing which was mailed to 104 members on April 15.

The deadline for casting ballots was 5:00 pm , Friday May 20 2005 . Of the 104 ballots sent out, 45 (43.3%) were returned.

The membership elected the following officers for 2005-2006:

Programs
SANDALL Programs Committee report
2004-2005

The Programs Committee had a busy and productive year providing social events, educational opportunities and fundraisers. The main events included the Fall Workshop ( Public relations Prescription: How to Create Marketing Materials that Work and Never Spend a Day in Design School! ) held in November 2004, the Holiday Party held in December 2004, and the Spring Social and Silent Auction held in March 2005. We also held 4 brown bags throughout the year and a fundraising raffle for victims of the tsunami disaster in January 2005. A detailed report listing programs will be filed with the Board.

I want to profusely my committee members Sheila Corman and Sushila Selness for their tireless work this year. In addition, I would like to thank the California Western School of Law , Seltzer, Caplan, McMahon, & Vitek , Sheppard, Mullin, Richter, & Hampton, Thomas Jefferson School of Law, and the University of San Diego for volunteering to host the various programs and meetings, and I'd also like to thank all the other SANDALL members for volunteering to help out at the various events. Also thanks to our speakers, for providing us with such interesting programs.

Very special thanks go to our vendor members, without whom we would not have been able to provide some of our programs and events. Thanks to the Daily Journal for the Spring Social, Global Securities, Inc. for lunch at our annual business meeting, Lexis-Nexis for the Fall Workshop and the “Tea-Off for Success”, West Group for the Holiday Party, Fall Workshop, and the prize they donated for our tsunami relief raffle.

Our Silent Auction raised $685.50, which was used to fund grants for professional development programs. Our tsunami-relief raffle raised a total of $900; proceeds were donated to Oxfam.

Thank you all for your support, your help, your time, and your wonderful donations to our silent auction.

The year for the Public Relations Committee was marked by the completion of SANDALL's first brochure. The brochure, after being approved by Board members, was distributed at the SCALL Institute in Palm Desert and the SANDALL Spring Social.

Other public relations ideas were tossed about but were not completed due to time constraints on the committee members.

Government Relations

GOVERNMENT RELATIONS COMMITTEE REPORT FOR 2004-05

SANDALL's Government Relations Committee continued to stay in contact with AALL's GRC and the AALL Washington Affairs Office. We also communicated regularly with our NOCALL and SCALL GRC colleagues on both federal and state issues affecting libraries and access to legal information, passing on information to the membership via the chapter listserv. The following are highlights of the committee's activity for 2004-05:

    1. During its first year as a standing chapter committee, the GRC drafted its mission statement and some related procedures for the Executive Board's approval.

    2. During the summer of 2004, the committee drafted a letter for the SANDALL Board in support of SB 1161, the California Reading and Literacy Improvement and Public Library Construction and Renovation Bond Act of 2006. SANDALL joined NOCALL and SCALL, as well as the California Library Association, in supporting the Act. We followed up with a thank you letter to the Governor for supporting library funding after he signed the bill into law.

    3. At the July 2004 AALL annual meeting, committee member Charley Dyer (SDCPLL) was one of the featured speakers at the Legislative Advocacy Training workshop, which was sponsored by the AALL GRC and the Washington Affairs Office. Judith Lihosit (USD) was the SANDALL representative at the training.

    4. Joan Allen-Hart was invited to speak about the AALL GRC 's Permanent Public Access to Government Information Project and the issues involving access to state government information at the NOCALL Institute in April 2005.

Planning for 2005-06:

    a. We are looking for a SANDALL member who will be attending the AALL annual meeting in San Antonio who would like to represent the chapter at the Legislative Advocacy Training workshop, which will be held on Saturday, July 16 th .

    b. The GRC will continue to monitor the move to establish statewide uniform court filing fees, which could have significant impact on funding for the county law libraries. The Uniform Filing Fee Task Force, which is functioning under the AOC 's direction, is expected to submit a bill to the legislature as part of this year's budget process. It is possible that it may be included as a trailer bill later in the summer. The committee will keep the Board informed as this issue progresses, as the 3 chapters may decide to join CCCLL in opposing or supporting the bill, depending on its wording and projected outcome.

It has been my pleasure to serve as the GRC chair this year. A special thank you goes to committee members Charley Dyer (SDCPLL) as he retires, and Sushila Selness (USD) as she also leaves the committee.
