Committee Reports, 2003-2004 Archives

Center Constitution and By-Laws The Committee was charged with fachioning a bylaw amendment to allow for electronic voting for bylaw amendments, but not for elections. The Committee researched the issue, contacting AALL headquarters for guidance, and making sure the laws were slear in California. All chedked out fine. Chair John Adkins wrote an article for the SANDALL News pitching the proposal and soliciting feedback. A good deal of feadback was received. As a result, the Committee altered its initial stance of having a strict email voting policy to a hybrid that allowed both email, fax and snail mail ballot returns. The Committee crafted a written response to the feedback for dissemination to the SANDALL members via email. They also drafted the proposed amendment language. After initial email discussion, the committee finalized the amendment proposal and dent it to the Board for its approval. The vote was held at the June business meeting and passed unanimously. The committee also proposed amending ARTICLE
5. OFFICERS, SECTION 1. OFFICERS to reflect the changes of AALL membership
categories and remove the requirement that the Vice-President be a
member of AALL. The Board approved the following amended language: The vote was held at the June business meeting and passed with a vote of 29 to 4. The Committee also updated the language in Article 7. Committees. Section 2. to have it include all the standing committees: Archives, Constitution & Bylaws, Employment, Government Relations, Grants, Internet Web Page Development, Library School Liaison, Membership (Treasurer chairs), Newsletter (Secretary chairs), Nominations, Programs (Vice President chairs), Public Relations. It also gave the Executive Board discretion to create and dispense with committees as they were needed. That amendment passed unanimously at the June business meting. For the committee,
As many know,I have been a member of the Grants Committee and/or have been the Chair for at least four years. I am therefore working towards a transition off of this committee. To that end, I recruited three members, in addition to myself, to serve on the Committee with me this year. At this point, I believe that all three will remain on the committee next year, and with respect I am tendering my resignation as Grants Committee Chair at the end of this year. i would like to move on to other areas of service within SANDALL in 2004/2005. The Grants Committee this year consisted of: Jean Willis, San Diego County Public Law Library, Chair; Margarita Bull, Milberg Weiss; Sushila Selness, USD; Michael O'Brien, SDCPLL I met with the Board earlier this year to discuss how many grants should be awarded each year. It was agreed that every year SANDALL will provide two grants for the SANDALL workshop and two grants for the SCALL or Joint Institute. Our members have indicated great interest in SANDALL awarding grants to attend AALL every year. To the extent that it is fiscally feasible, SANDALL will award 2 program grants every year. The ongoing success of the SANDALL Silent Auction certainly supports the continuance of this grant opportunity. We advertised and awarded two grants for the SANDALL workshop. The awardees were Rita Wagstaff from SDCPLL and Brian Williams from USD. We advertised and awarded two grants for the SCALL Institute, which was held this year in San Diego. The awardees were John Adkins of USD and Mary Lynne Hyde , SD City Attorney Library. This year AALL provided SANDALL with a free full registration grant to AALL. This is a special grant that AALL will offer chapters periodically and is to be offered to newer AALL members. We advertised and awarded this grant to one of SANDALL's newer members, Pat Brown from SDCPLL. And finally we advertised and awarded two program only grants to AALL to Valerie Railey, US Court of APpeals, and to Amy Hale-Janeke, SDCPLL. Jean Willis, Chair SANDALL Internet Committee Web site The Internet Resources subgroup was discontinued as we felt it was no longer needed. We continued the usual business of keeping Job Opportunity and Events pages up to date. We also kept the Membership Directory page up to date & posted minutes from the Board meetings as they were received. Link checking is being done on a regular basis. Mail List

Hyne FY 03/04 Annual Report of the Membership Committee Because of unfortunate delays, the Membership Directory was not delivered until July 2003 so the first task of the Membership Committee was to mail the 2002/2003 Membership Directory and membership renewal forms for 2003/2004. At the time of the first board meeting on Aug. 19, 2003, there were 100 members of SANDALL from FY 2002/2003 and the renewals were starting to arrive. By the time of the October board meeting, we had 88 members who had renewed or joined for the first time. A deadline for submitting membership applications was imposed so that
work could begin on a timely basis for producing a membership directory
for 2003/2004. The Membership Chair contacted Metropolitan News to see if
they would be interested in sponsoring the production of the directory and
they were delighted to do so. The directory was enhanced by adding the full
text of SANDALL's bylaws and SANDALL member, Fay Henexson, supplied the
cover photograph. This very attractive directory was mailed to all members
on December 23rd. Our membership has gradually increased over the year so
that we presently have 107 members. Newsletter The SANDALL newsletter continued to be edited by Amy Moberly. Amy has, for the third year, produced five wonderful issues as required by our By-Laws. The major accomplish of this past year has been the change in the printing of the newsletter. Under Amy's direction and research, we now have a professionally printed newsletter and a greatly improved look to it. Amy suggested the change in the printing and did the research to get us a good-looking product at a reasonable cost. I'd also like to thank Ruth Levor who handles the advertising for the newsletter in her very effective style. Amy and I would like to thank all the people who contributed to the newsletter
this past year. Without your help, the job of editing and writing the newsletter
would not have been successful. We encourage you to keep up the interest
in writing for the SANDALL newsletter in the coming year. SANDALL Nominations Committee The Nominations Committee began work in late January 2004 to prepare a slate of candidates for the 2004 SANDALL election. The slate of candidates was announced to the membership on March 4, 2004. The Committee mailed 107 ballots to the membership the first week of April 2004. The deadline for casting ballots was 5:00 PM Tuesday, May 4, 2004. Of the 107 ballots sent out, 53 (49.5%) were returned. The membership elected the following officers for 2004-2005:
Respectfully submitted, Harry Loren Stamper, Nominations Committee Chair, SANDALL Programs Committee Report The Programs Committee worked hard this year to provide many activities for all SANDALL members. The highlights of the year were the Fall Workshop in November 2003 and the Spring Social/Silent Auction in May 2004. Many other events were also planned and they are detailed on the attached chronological report. I want to thank my committee members, Carmen Brigandi, Amy Hale-Janeke, Jean Willis, Ellie Slade, and Sushila Selness. Thanks also to the institutions that hosted our events this year: California Western School of Law; San Diego County Public Law Library; Sheppard, Mullin; USD Law School; and Charles Dyer and Bert Monroe. I also want to thank our speakers, especially SANDALL member, Amy Hale-Janeke for sharing her knowledge with us at our April Brown Bag. I also want to acknowledge our vendor members who provided support this year. Their financial support made some of our programs and events most affordable. Thank you to West Group for their support of the Holiday Party and the silent auction donation, and to the Daily Journal Corporation for today's lunch. Thank you all for your support in attending the programs and donating your time and items to the Silent Auction. I think next year will be another exciting year. This year, the Executive Board made the Government RElations Committee a standing committee and it was my pleasure to serve as the chair. A special thant you goes to Charley Dyer (SDCPLL) and Sushila Selness (USD) who also served as members of the first official chapter GRC. We continued to stay in contact with AALL's GRC and communicate with our NOCALL and SCALL GRC colleagues. It was actually a fairly quiet year in terms of government relations activities:
